He graduated from Dartmouth College New Hampshire, in 1855, was a tutor at Dartmouth College, (1856-58), studied law at the Harvard Law School in 1859, was admitted to the bar in 1860 and commenced to practice law in Boston, Massachusetts. He was a member of the school committee of Boston, (1863-64), served in the common council, (1865-67), was appointed assistant attorney of the United States, serving (1865-69) and was appointed Assistant Attorney General of the United States, serving (1869-70). In 1877, he presented credentials as a Member-elect to the Forty-fifth Congress, serving until 1878 and was elected as a Republican to the Forty-sixth Congress, serving (1879-81). Declining to be a candidate for re-nomination, Massachusetts Governor Long appointed him Chief of the Justice of the Massachusetts Supreme Judicial Court and he served until his death at age 66.
