In February 1933, Patrolman Howard and another police officer went to arrest Sam Philpot in South Corbin. Sam resisted and fired a pistol at Howard. The bullet struck Howard's badge, knocking him down, but otherwise doing no damage. Unfortunately his good fortune did not last.
On June 30, 1933, Patrolman Howard was shot and killed while investigating a disturbance at a local restaurant.
He and two other officers entered the restaurant and Patrolman Howard sat down across from one of the persons involved and began speaking to him. The man suddenly fired a pistol underneath the table and struck Patrolman Howard in the left leg, severing a large artery. One of the officers immediately struck the suspect with his night stick and took him into custody. Patrolman Howard bled to death within a few minutes.
Policeman Howard had been with the Corbin Police Department for 11 years and was survived by his wife, Stella [Parks] Howard, and his nine year old young son, Wallace.
