US Congressman. Born in Morton, New York, he moved to Iowa in 1880, studied law, was admitted to the bar in 1887 and commenced to practice law in Le Mars, Iowa, in 1888. In 1912, he was elected as a Republican to the Sixty-second Congress to fill the vacancy caused by the death of Elbert H. Hubbard was reelected to the Sixty-third Congress and served until 1915. He was again elected as a Republican in 1917, to the Sixty-fifth Congress, serving until 1919. Not a candidate for renomination, he opened a legal practice in Sioux City, Iowa, was appointed by President Harding the judge of the United States District Court for the Northern District of Iowa in 1922 and served until he retired in 1943. He died on October 6, 1948, at age 84 in Sioux City, Iowa.
