The son of Thomas & Lisa (Burrus) Donnelly, in 1860 he was a blacksmith living in Southampton Township, Cumberland County, Pennsylvania. He stood 5' 3" tall and had dark hair and dark eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted in Newville, Cumberland County, August 6, 1862, claiming to be nineteen years of age, and mustered into federal service at Harrisburg August 12 as a private with Co. E, 130th Pennsylvania Infantry. On or about October 13, 1862, he deserted because, as he later explained, he was suffering with severe diarrhea and a chronic cough. Arrested December 13, 1862, at "Big Pond Farm, Pa.," the army incarcerated him in Forest Hall Prison, Georgetown DC, but three days later transferred him to the Soldiers' Retreat Hospital, which verifies his claim of infirmity. On December 30, he was ordered to Camp Distribution, Alexandria, Virginia, where he discharged the service by surgeon's certificate to date February 16, 1863, by reason of "youth and general debility contracted in the service."
2. Enlisted in Leesburg, Cumberland County, August 20, 1864, giving his correct age, and mustered into federal service at Harrisburg September 2 as a private with Co. G, 202nd Pennsylvania Infantry. Frequently excused from duty because of chest pains and shortness of breath that he blamed on heart disease, he nonetheless honorably discharged with his company August 3, 1865.

He married Margaret Tuckey November 8, 1866, in Southampton Township, Cumberland County, and fathered Anna Elizabeth (b. 05/11/67 - married David Leeper), John Wieburn (b. 03/06/69), Jane E. (b. 01/27/72), Thomas Edward (b. 06/05/74), Deborah L. (b. 09/13/76), Alice (b. 09/13/76 - married a Free), Maggie B. (b. 03/24/79), James Arthur & Emma M. (b. 07/23/81 - Emma married an Esterly), Leona Marie (b. 12/10/83 - married Ernest Taylor), Leo (b. 12/10/84), and Stella Melissa (b. 03/05/86 - married William H. Dively).

When he returned from the army, witnesses in his pension application said "he looked thin and pale," and testified as to his inability to perform manual labor. However, many of the 130th Pennsylvania comrades asked to speak in his behalf could offer no information because they could not remember him.

In 1890, he was living in Mt. Holly Springs, Cumberland County, but later relocated to Steelton, Dauphin County, where he died from "chronic prostatitis" and "chronic cystitis." His death certificate spells his last name both "Donnelly" and "Donley." April 1 also reported as his birthday.
