The son of John S. & Mary (Winterchnet[?]) Baker, in 1860, he was a laborer living in Upper Allen Township, Cumberland County, and later chose coach making as an occupation. He stood 5' 8" tall and had brown hair and blue eyes.

A Civil War veteran, he enlisted in Mechanicaburg, Cumberland County, and mustered in Harrisburg on the same day, April 2, 1862, as a private with Co. E, 87th Pennsylvania Infantry, a company with a contingent of area men who had enlisted the previous year. He contracted dysentery September 1862 at New Creek, (West) Virginia, and suffered with it the rest of his life. He honorably discharged at term's end April 15, 1865.

He married Annie C. Dean May 30, 1867, in Mechanicsburg and fathered Noreen L. (b. 06/04/68), Minnie E. (b. 10/29/69), Grace V. (b. 08/23/71), James A. (b. 07/03/75), Samuel E. (b. 07/02/80), Mary A. (b. 11/20/82), Romain (b. 03/16/85), Dean Earl (b. 09/13/89), and Ralph H. (b. 12/18/89). He lived his remaining life in Shiremanstown, but owned a coach shop in Lemoyne. His birth place is sometimes reported as Chambersburg, and December & October 20, 1845, are also reported as dates of birth.
