Joseph Hodgson was born in Fluvanna County, Virginia on January 18, 1838, the son of Joseph Hodgson and Ann Pannell. He received his LL.B. from the University of Virginia in 1858 and his A.M. from Princeton University in 1859. He practiced law in Montgomery, Alabama before the war. He married Florence Holt on January 6, 1864 in Montgomery.

Hodgens was an officer in the Confederate States Army from 1861 to 1865, rising to the rank of Colonel with the 7th Ala. Cavalry. After the war he devoted himself to journalism and served as state superintendent of education.
