Techumseh was son of Jarrett and Viginia Conkin. He was born in Gainsville, Missouri. He attended college at West Plains MO and was a rural school teacher. He first married Anna Ussery and they had children Jarrett and Eva Jane. A pioneer salesman for the Reed-Hardin Grocery Company, Cumsey moved to Cabool in 1929. He was the mayor of Cabool from 1932 to 1938. Cumsey also managed a winning baseball team in the early 30's. He was buried in the Cabool Cemetery next to Anna. Cumsey's second marriage was to Orlena Jo Gaither, who was first married to Joe Lathrom and John Phelps Helsley.
