U.S. Attorney for Maryland, 1927-31. Director U.S. Bureau of Prohibition, 1930-33. Soldier. Educator. Administrator. Author. Soldier in both World Wars. Bachelor of law degree University of Maryland, 1910. M.A. degree Harvard, 1912. Honorary doctor of law degree from Washington University, 1932 and St. John's College, 1937. President, St. John's College, Annapolis, 1934-1937. Entered W.W. I as captain in infantry. Rose to the rank of major in command of Third Battalion of the 115th during fierce fighting of the Meuse-Argonne Offensive. Cited for Gallantry in Action. Returned from war as Lt. Col. in May 1919. Resumed military service in W. W. II in 29th Division and rose to rank of brigadier general. Prosecuted the Japanese war criminals. Wrote extensively for Salisbury Times about his war experiences. Authored several books. President of the Wicomico County Board of Education.
