U.S. Congressman. Born in Cambridge, Massachusetts, he graduated from Cambridge Latin School in 1889, from Harvard University in 1893, from Harvard University Law School in 1897, was admitted to the bar and commenced to practice law in Boston, Massachusetts. He was a member of the Massachusetts State House of Representatives (1894-95), served in the Massachusetts State Senate (1896-99), lecturer at Harvard University in 1912 and president of the Cambridge Chamber of Commerce public administrator of Middlesex County, (1897-1932). In 1915, he was elected as a Republican to the Sixty-fourth Congress and to the next four succeeding Congresses, serving until 1925. He was elected to the Sixty-ninth Congress to fill the vacancy caused by the death of Harry I. Thayer in 1926, reelected to the Seventieth, Seventy-first and Seventy-second Congresses, serving until 1932. After his term, he was appointed judge of the US Customs Court, in 1932 and served until his resignation in 1942. In retirement, he engaged in agricultural pursuits until his death at age 83 in North Conway, New Hampshire.
