Assistant Secretary of the Navy under President Franklin D Roosevelt from February 9, 1940 until January 10, 1941 when he resigned due to health reasons. He died after an abdominal surgery at the Post Graduate Hospital in New York City. The destroyer, USS Compton (DD-705), is named for him.
