US Congressman. Born in Holytown, Scotland, he immigrated to the United States with his parents in 1881 and settled in Ohio. He graduated from Kenyon College in Gambier, Ohio, in 1897, studied law at Columbia University in New York City, New York, graduated from Cincinnati Law School in 1901, was admitted to the Ohio State Bar Association and commenced to practice law in Cleveland, Ohio. He taught law at the Baldwin-Wallace Law School, and was a member of the Ohio State House of Representatives from 1911 to 1912. In 1913, he was elected as a Democrat to the Sixty-third, Sixty-fourth and Sixty-fifth Congresses, serving until 1919. He was reelected to the Sixty-eighth Congress and to the next fifteen succeeding Congresses, serving (1923-55). An unsuccessful candidate for re-nomination, he retired to Bethesda, Maryland, until his death at age 82.
