William married Nancy Studebaker on 2 October 1866 in Menomonie, Dunn Co, Wisconsin after he and his first wife, Mary Pownell Biss, divorced. William and Nancy were the parents of three sons:

A Civil War veteran of Company G, 16th Wisconsin Infantry. William enlisted 16 December 1861, at Eau Claire, Wisconsin, to serve three years as a Private and on 24 February 1862, was mustered into Federal service with Co. G at Madison, to date from 31 January 1862. At that time he was listed at 38 years of age. On 18 August 1862, William was promoted to Corporal. On the muster roll of Jan/Feb, 1863, it was noted that he was on detached service with the Pioneer Corps, and remained in that capacity throughout the rest of his military service. The Pioneer Corps were the engineers of the army, building fortifications, bridges, etc. On 2 February 1864, William was mustered out of Federal service at Red Bone, Mississippi, to date from 3 January 1864, in order to re-enlist for three years as a Veteran Volunteer, effective 4 January 1864, and qualify for the $400.00 re-enlistment bounty. On his re-enlistment papers it was noted that he was 40 years of age, born in Pennsylvania, 5'7½ tall, with black hair, gray eyes and a dark complexion. Apparently he was granted a furlough shortly after his re-enlistment, as on the muster roll of July/August 1864, it was noted that his pay was stopped $10.03 for transportation. On 12 July 1865, William was mustered out of Federal service with Co. G at Louisville, Kentucky. On the Company Muster Out Roll it was noted that he was a 37 years old veteran and due $190.00 of his re-enlistment bounty. After his discharge, William moved to Dunn Co, Wisconsin, and later to the vicinity of Rice Lake, Barron Co, Wisconsin.
William Biss kept a diary of his time in the Wisconsin Infantry. His diary was published in the Eau Clare Leader:
