Congressman. Son of Joseph Wellington Byrns, a Representative from Tennessee who sale served as US Speaker of the House. He was born in Nashville, Tennessee, and attended public schools, then graduated from Emerson Institute in Washington, D.C., in 1922, followed by the law department of Vanderbilt University in his home state of Tennessee in 1928. Admitted to the bar in 1928, he commenced practice in Nashville, eventually elected as a Democrat to the Seventy-sixth Congress (January 3, 1939-January 3, 1941). He was an unsuccessful candidate for reelection to the Seventy-seventh Congress, after which he resumed practicing law. A past member of the US Army Air Corps reserve, he served in the United States Army from June 23, 1942, to August 17, 1945, with two and one-half years overseas in the European Theater of Operations. He retired from law practice and settled in Daytona Beach, Florida, until his death. He was interred next to his father in the family plot.
