U.S. Congressman. He attended Loyola University, graduated from the law department of Tulane University, in 1931, was admitted to the bar and commenced to practice law in Lafayette, Louisiana. He was a member of the , Louisiana State House of Representatives in 1940, elected as a Democrat to the Seventy-seventh Congress, Seventy-eighth Congresses, serving (1941-44). He resigned his seat during World War II and served as a Private in the Combat Engineers, US Army until his medical discharge. In 1944, he was elected as a Democratic to fill the vacancy in the Seventy-eighth Congress caused by his own resignation, reelected to the Seventy-ninth and Eightieth Congresses, serving until 1949. Not a candidate for re-nomination, he resumed the practice of law, was founder of Council for the Development of French in Louisiana, in 1968 and a member of the Governor’s Committee on Tidelands. He died at age 81 and is credited with preserving the French language in his native state of Louisiana.
