He was born on September 25, 1911, near Chase, Rice Co., Kansas to Charles McClain Snodgrass and Rillie Belle Ruyle. He was the fifth of ten children. Most of his childhood was spent in Rice County with a short term in Missouri. He grew up on the farm with his parents, siblings, and grandfather. He served his country during World War II by enlisting in the United States Army on September 8, 1942. While in the military, he served in the Medical Corps and Military Police. He was discharged on August 5, 1943. On January 8, 1944, in Kansas City, Kansas, Fred married Alice C. Shoup Shaw. They had two children. In 1952, Fred moved his family to Littlerock, California. Here he worked at Edwards Air Force Base in the civil service for about seven years and later prospered as a real estate agent, partnering with Joe Shreve in Shreve Realty from the 1950s to the 1970s. He was a member of the Palmdale Fin and Feather for nearly fifty-five years, served as the president of Littlerock Little League Baseball, and as vice president of the Palmdale Board of Realtors.
