Elzo was born at home on Sunday, August 14, 1927, at Spring City, Sanpete County, Utah. He had blond hair and blue eyes.

In the fall of 1940, Elzo attended Vale Junior High School, in Vale, Oregon, for 2 weeks. He returned to Caldwell, Idaho, and began the 8th grade at Caldwell Junior High School. He quit school in the 10th Grade in the spring of 1943. He went back in the fall of 1943 and continued and finished the 10th Grade. After the 11th Grade, he joined the Navy and served until August 1946. He came home to Walla Walla, Washington and returned to school in the fall of 1946. He completed his high school education at Walla Walla High School, Walla Walla, Washington on May 28 1947.

Elzo worked at the A. H. Schaefer Grocery, Route 1, Walla Walla, Washington, from August 1943 to September 1945 and from August 1946 to October 1947.

Elzo enlisted in the U. S. Navy, July 17, 1945. He entered active service on September 22, 1945 at Walla Walla, Washington. He served at the Naval Training Center, San Diego, CA; on board USS LST 903; and PSC (Personnel Separation Center), U. S. Naval Base, Bremerton, Washington. He was decorated with the World War II Victory Medal and the American Area Campaign Medal. Ratings held in the Navy: AS, Seaman 2nd Class, Seaman 1st Class. His Specialty field was Signalman. He was Honorably discharged on August 2, 1946.

Elzo stated, "World War II had been on for a couple of years by now and I was to turn 18 in the summer of 1945. Fellows were being drafted right out of school when they turned 18 years of age and I was afraid that I would be drafted into the Army. We had an Army R.O.T.C. unit at Walla Walla High which was a required 2-year course for the boys. This had convinced me that I didn't want the Army, so I enlisted in the Navy in July 1945, was called to Seattle for physical exam, etc., and sent home for future call up. The Japanese surrendered on my birthday, August 14, 1945, the day I turned 18 years old. The Navy called me to active duty in September 1945. San Diego, California was my 'Boot Camp' location. After boot camp, I was assigned to the ship LST 903 which had just come back to San Pedro, California from duty in the South Pacific area of the war operation. After several moves around Los Angeles and San Francisco, our ship was sent to the Kaiser Ship Yards at Swan Island in Portland, Oregon, where it was decommissioned and put into the 'Moth Ball' fleet. This was in August of 1946. Several of my shipmates and I were sent to Bremerton, Washington for discharge and I went home to Walla Walla."

Elzo served as the Mayor of Oak City, Millard County, Utah, during the years 1992 through 1996.
