Rollin was the second son born to the Reverend DeWitt Maynard and Viola Lucille [Pilling] Carpenter.

Rollin married Mary Alma McDavid of Rosedale, Kenton Co., Kentucky on 03 Apr 1909 in Grayson, Carter Co., Kentucky. They had two sons, Edward DeWitt Carpenter, who married Rachel Irene Barger, and Kenneth Vaughn, who sadly didn't survive childbirth.

In 1917, Rollin worked for the Western Pacific Railroad as an electrician on the railroad cars. By 1920, he moved his small family to Southern California where he worked as a laborer in the Long Beach shipyards. Ten years later, Rollin once again moved his family this time inland to Temescal Canyon near Lake Elsinore where he and his nineteen-year-old son, Ed, worked as salesmen in the retail grocery trade.
