Father Zebulon Baldwin Arthur (1795-1875), Mother Sarah Bellews (1797-1880). "J.R." Arthur, as he was known as in the Rockdale area, first moved to Rockdale before 1880, with wife Dosia Ann Williams(1842-1887), and children James Charles (1870-1913), Wilburn Frank (1872-1933), and Maud (1877-1961). John Alexander Arthur was born in Rockdale in 1882-1958). Brooks William Arthur, also born in Rockdale (1883-1956)
"J.R." Arthur became the first elected Town Marshall of Rockdale. Upon his death it was said in the local paper, "thus the old land marks of Rockdale are passing away."
He died at his residence at 4am on a Thursday.

James Richard Arthur was a Confederate Soldier Veteran, along with his brother Benjamin Franklin Arthur, also buried in the Old City Cemetery.
