Son of Ernest and Agnes (Helmer) Norton. His father, Ernest, died when Bill was three years old. His mother married Bradley Smith and Bill and his brother were raised by their stepfather. Bill changed his surname to Smith shortly after his 18th birthday prior to enlisting with the Coast Guard.
