Second Boer War Victoria Cross Recipient. Born in Grahamstown, Cape Colony, South Africa, he served as a Captain in the Imperial Light Horse, British Army. On the October 21, 1899, at the Battle of Elandslaagte, South Africa, Captain Mullins and his men were held in check by severe Boer fire during an advance. Captain Mullins despite being wounded, rushed forward under this heavy fire, rallied the men and enabled the flanking movement to be carried out. For leadership and gallantry in the face of the enemy, he was promoted Major and awarded the Victoria Cross presented by King Edward at the Marlborough House London, on July 25, 1901. Leaving the service due to his war injuries, he returned to South Africa, where he engaged in various developments and was an indefatigable supporter of the Church. He died at age 46 in Johannesburg, South Africa.
