Civil War Confederate Government Official. He served as Assistant Secretary of War the first three months of 1862, but later that year became the chief of the Bureau of Exchange of Prisoners. Represented Richmond authorities in their dealings with Washington over the formal parole and exchange of prisoners of war until its collapse in early 1864. Captured in April 1865, he was held by Federal Authorities for eight weeks until cleared of charges that he misappropriated the funds of captured Federal prisoners.
