Sergeant Charles P. Billings Jr., DSN 0163, was commissioned as a police officer on November 1, 1943, and entered the academy for the Saint Louis Police Department.

After graduating from the police academy, he served in the following districts and specialized divisions throughout his distinguished career with the Saint Louis Metropolitan Police Department. They were the Central District, Mobile Reserve, Bureau of Field Operations, 3rd, Detail Pool, 8th, 2nd, Check Section, and finally, the Special Services Division.

During his career, he was awarded 2 Letters of Honorable Mention on September 1, 1950 and December 1, 1951. He also received 3 Chief Letters of Commendation on February 1, 1967, June 19, 1978, and February 27, 1980, all for police work above and beyond the call of duty.

When Sergeant Billings retired on February 4, 1983, he had completed 39.26 years of faithful and dedicated service to the Saint Louis Metropolitan Police Department.

Sergeant Billings was also a veteran of World War II and served in the United States Army. He achieved the rank of Private 1st Class.

It should be noted that Sergeant Billings' brother, Lieutenant John "Jack" Billings, DSN 0165, also served with the Saint Louis Police Department.

Both served with distinction.
