Starting in 1827 burials were made on this property, with and without permission from the village board, which originally approved the establishment of a burial ground at this spot. Many attempts were made to either regulate or prohibit further burials. Finally in 1888 the cemetery was officially closed (bill No. 141 of the New York State Assembly) and most bodies removed in November and December of 1889 to Riverside Cemetery south of the city. Among those were the Congdon, Fitzgerald and Wilber families. Some families could not afford to move the bodies or no family could be found. The city of Oswego then paid for the removal. Some bodies though remained, since there was no efficient record keeping at that time. The area was turned into a park first (Fitzhugh Park), then later a school was built on that plot. Nowadays the Fitzhugh Park Elementary School in on that lot.
