Frank Jenkins was born in St. Joseph Missouri to Benjamin and Alice (Lester) Jenkins. This comes from his death certificate. His mother, Alice, was Benjamin's second wife.

By 1906 the family lived in Los Angeles County, California where father, Benjamin, died in 1906. Frank married Rosie Crose, daughter of Benjamin and Cindia (Smith) Crose on 24 Jan 1908 in Los Angeles, California. By 1910, he lived as a lodger in a hotel in San Diego along with his brother Edward.

By 1915, Frank lived in San Diego with his new wife Clara (Dawson)(McComas) Jenkins. A marriage record has not yet been found. Clara had three children from a previous marriage. The couple had a child, Lloyd Sexton Jenkins, in 1917. Frank died of TB in February of 1920, less than two weeks before the birth of his second son Frank Jr.
