Uley was raised on a farm in Pleasureville, Kentucky. He was the only son of Uley Washburn Sr. & Viola Washburn.

Uley was a veteran of Desert Storm, a firefighter, and CNA / supply clerk. Uley was also an ordained minister, and performed several wedding ceremonies.
Uley was a Civil War buff, and did vast research on local Civil War soldiers. He was instrumental in getting a proper memorial for a group of black soldiers that were ambushed in Simpsonville, Kentucky. Because of Uley's hard work, more than 20 gravestones line the road just outside Simpsonville to remember these fallen soldiers, that Uley referred to as "brothers". Uley and his wife, Victoria, were honored in Frankfort at the Capitol before the State Legislature for their participation in the project.

Uley was married three times. First, to Tina Cummings. Second, to Anna Curtsinger Burden. His third wife was Victoria Conatser Phillips.

Uley, having suffered from COPD, was found dead in his apartment on the morning of August 20, 2012. He was 54 years old.

Uley is survived by one daughter, Miranda Sue, two sisters, Eva Cooper and Janet Washburn, three stepchildren, Lee Burden, Cynthia Bentley,Victor Phillips, and nieces Kim and Kristen. He was also a proud grandfather.

Uley Thomas Washburn Jr., age 54, of Frankfort, died Monday, Aug. 20, 2012, at his residence. He was the son of the late Uley T. Washburn Sr. and Viola Burnett Washburn. He was a U.S. Army veteran of Desert Storm.
Funeral services were 2 p.m. Saturday, Aug. 25, at Sholar Funeral Home of Pleasureville. The Rev. Travis Sheehan, pastor of Bethlehem Baptist Church, officiated. Cremation was chosen.
