Nell was born Nellie Fay Agan on August 22, 1921, in Olustee, Oklahoma to Forney A. and Otha Leema Agan. She was raised in Oklahoma where, as a young girl, she worked with her brothers and sisters in the cotton fields and later as a hairdresser. In 1945, at the age of 22, she moved to Chico.

After retiring, she enjoyed spending time with her family, particularly her three grandchildren, and always supported their many activities.
