Herbert received a good education and made a good start in life as an accountant and worked in the local area until 1861 when he took a position at the U.S. Treasury Dept. in Washington D.C. In 1865 he was appointed as a cashier for the Internal Revenue Service in New York City. In 1868 he went to work for the Fitchburg Paper Co. He later was treasurer of the Boston, Clinton and Fitchburg Railroad Co., and treasurer of the Framingham and Lowell Railroad Co.
