The son of Cornelius & Mary Ann (Mumper) Baker, in 1860 he was a laborer living with his family in Jackson Township, Perry County, Pennsylvania.

A Civil War veteran, he served two terms of service:
1. Enlisted at the stated age of twenty-two in Perry County August 5, 1862, mustered into federal service at Harrisburg as a private with Co. G, 133rd Pennsylvania Infantry, and honorably discharged with his company May 26, 1863.
2. Federally drafted at the stated age of twenty-three and mustered into federal service at Carlisle November 18, 1864, as a private with Co. C, 93rd Pennsylvania Infantry, and honorably discharged June 27, 1865.

He married Mary Ann Briggs in 1864 and fathered Alice Anna (b. 09/05/66) and Luther J. (b. 05/07/82). In 1870, he was living with his family in Middletown, Dauphin County, but by 1880 was a resident of Blaine Township, Perry County.
