Publicist, professor at the University of Lausanne, famous criminologist. Upon the invitation of the Serbian Government he carried out an inquiry on Hungarian, German and Bulgarian atrocities in Serbia during World War I and published the reports in European papers. He has tried to modernize the Belgrade police. He goes across Albania with Serbian Army in I World War. He was big friend of Serbia people and after war he stay to live in Serbia. He was one of the founders of Red Cross of Serbia. After his death his heart is buried on mountain Kajmakcalan and his body on Topcidersko groblje.
