Celia was the daughter of William and Mary J. Chadwick from Gilmer County, Georgia, and some of her siblings were Mary, Linsey, Louisa, William F. and Lewis.

Celia had a daughter, Alma, before she married Andrew Seay and they had seven children: Ida who married Tom Rogers, Emma married Tom Triplett, Oma, Charles, Lizzie married Ted Magness, Harley married Pauline Morgan, and Lillie Mae died in an accident as a young child when her clothes caught fire from the fireplace while the family was preparing a meal.

Andrew got a job working in the sawmill in Fentress County, Tennessee, and moved his family there about 1916. Celia died the 21st of September 1917, and Andrew died the next day. A Mrs. Sharp kindly put the orphaned children on a train hauling lumber and sent them to their older sister, Ida, who was married to Tom Rogers and living in Delano, Tennessee.
