Ida Virginia Chapline was born 8 October 1856, the sixth child of William R. Chapline and Margaret Ann Hout Chapline, in Shepherdstown, Jefferson County, Virginia [now West Virginia]. In June 1874 Ida Virginia Chapline graduated from Shepherd College. She became a teacher.

On 27 April 1882 she married James Henry Rogers. The Rogers lived in Hardy County, West Virginia. They had four children: Luther, Dallas, Armond, and Mabel.

James Henry Rogers died on 12 December, 1916. Ida Virginia Chapline Rogers died on 19 February 1932 at age 75.
