Blanche is a daughter of James Andrew Carter Jr and Maude Lorraine Gardner. She is the thirteen of fourteen children.

Blanche and two siblings, Kenneth and Mildred, were riding in a car going out to top beets. When the car approached the Ammon crossing, the driver of the car did not see the approach of a Union Pacific freight train. The car struck the corner of the locomotive's cowcatcher as both machines entered the area of the train crossing. Blanche was killed instantly.
