U.S. Congressman. He graduated from the law department of Cumberland University Tennessee, in 1875 and from the law department of Washington University Missouri, in 1877. Admitted to the bar, he practiced law in St. Louis until he returned to Louisiana, in 1880 and engaged in sugar planting. In 1889, he was elected as a Democrat to the Fifty-first Congress to fill the vacancy caused by the death of his father-in-law, Edward J. Gay, was reelected to the Fifty-second, Fifty-third and Fifty-fourth Congresses, serving until 1897. After his term, he lived on his plantation until his death at age 54.
