He died at his residence.

He had been a resident of West Volusia and DeLand since 1945.

Joe was a WWII veteran, serving with the Army Signal Corp. He was retired owner of Foskeys' Service Station Garage on North Woodland Blvd. Joe was a member of the Central Florida Fox Hunters Association and the Tomoka Hunting Club.

He was preceded in death by son Gary Michael Foskey and great-grandson Michael Evan Clark.

Survivors included his wife of 74 years, Mary; 2 daughters Kathryn Hightower of Leesburg and Connie Stover of DeLand; brother Thomas Almond Foskey of Bunnell; sister Alice Board of DeLand; 4 grandchildren Michael (Feather) and his companion Mary Ann, Neil, Britten and Travis; great-granddaughter Ana Clark and great-great-granddaughter Kloe.
