Seventh of nine children of Benjamin and Margaret Moomaw. Married on June 28, 1922. Father of Benjamin Cline Moomaw, III, and Anna Margaret Feild.

Secretary and later executive vice president of Covington, Virginia, area Chamber of Commerce. Strong proponent of and guiding force behind the proposal to construct the Gathright Dam. Dam was finally completed in 1981, three years after his death. It backs up the Jackson River for over 12 miles north of Covington, forming a 2,350 acre lake that was named Lake Moomaw in his honor.
