Little Dora washed up on a Malibu beach in July of 1996. She was two years old and remained unidentified and unclaimed. The Garden of Angels organization was founded by Debi Faris, where little Dora was taken from the county morgue, given a name, bathed, held and rocked, and lovingly laid to rest with many mourners (including many police officers and detectives), prayers, music, and a white dove released into the air (a donated service by an area woman). This organization has been a catalyst in getting the Safe Arms for Newborns Law passed in California (see photo). Dora, whose name means "Gift of God" was the third baby buried in the Garden of Angels on August 26, 1996.
