Interim Medal of Honor Recipient. Born in Washington D.C., he served as a Water Tender in the US Navy. On September 8, 1910, while the U.S.S. North Dakota (BB-29) was conducting fuel tests an explosion occurred, killing three sailors and endangering the ship. Water Tender Lipscomb with five other men of the ship's engineering department entered the engine room to contain the boiler fires and perform other tasks necessary to prevent another explosion. After ensuring the safety of the ship, he searched for and removed the bodies of the three sailors killed in the initial explosion. For extraordinary heroism in the line of duty, he was promoted Chief Water Tender and awarded the Medal of Honor on October 4, 1910.
