U.S. Congressman. Working as a school teacher, he studied law, was admitted to the bar in 1896 and was a lawyer in private practice at Connersville, Indiana. He was Attorney of Fayette County, (1897-1906), a member of the Indiana State House of representatives, (1905-09), City Attorney of Connersville, (1905-09) delegate to the Republican National Convention, in 1916 and chairman of the Republican Indiana State convention in 1930. In 1917, he was elected as a Republican to the Sixty-fifth Congress to fill the vacancy caused by the death of United States Representative Daniel W. Comstock, reelected to the Sixty-sixth Congress and to the next five succeeding Congresses, serving until 1931. An unsuccessful candidate for reelection, he was Assistant Comptroller General of the United States, (1931-43).
