US Congressman. Born in Weston, West Virginia, he attended the Kentucky Military Institute, the University of West Virginia and engaged in agricultural pursuits. During World War I, he served overseas as a Second Lieutenant in the 39th Infantry, 4th Division, United States Army, being awarded the Distinguished Service Cross and the Purple Heart with Oak Leaf Cluster. After the war, he was editor of the Weston Democrat, Mayor of Weston, West Virginia, and West Virginia State chairman of the Democratic executive committee. In 1933, he was elected as a Democrat to the Seventy-third Congress to fill the vacancy caused by the death of Lynn S. Horner, reelected to the Seventy-fourth Congress and to the next three succeeding Congresses, serving until 1943. An unsuccessful candidate for reelection, he was appointed the West Virginia State director of War Manpower, serving until he resigned in 1945. He then resumed his private business interest until his death at age 73 in Weston, West Virginia.
