US Navy Rear Admiral. Gilmore graduated from the United States Naval Academy in 1867. He was a veteran of the Civil War having been one of the officers of the yacht America when that ship sailed out of Boston in her unsuccessful attempt to overhaul and capture the Confederate ship Tacony. He next served on the Canandaigua of the European Fleet from 1867 to 1869 and was next assigned to the Dictator, North American Station, and afterwards until 1890, he was steel inspector of new cruisers. In 1889 he was made a Lt. Commander and was a member of the Board of Inspection in San Francisco from 1893 to 1896. In 1896 he was promoted to Commander and later that year he was appointed the Commander of the Key West Naval Station in Key West, Florida. In the Spanish American War he commanded the monitor Monadnock, and later the supply ship Glacier. By 1901 Gilmore was now a Captain and due to health issues contracted in the Philippines, retired from the Navy and was promoted to Admiral.
