Son of Hugh MacDougall (McDougall) & Ada Ellen Fenton Moore. Graduate of University of Toronto in applied Science 1907 - 1908, he was educated in Owen Sound and Lindsay. Faculty Hockey team: Employed in steel construction work.

He enlisted in November 1915 in the 109th, Victoria and Haliburton, Battalion. On reaching England in July 1916 he was transferred to the 44th Battalion. The following month he died of pneumonia after a short illness.
