US Congressman. Elected to represent South Carolina's 1st District in the United States House of representatives, serving from 1913 to 1921. Also served as a Member of the South Carolina State House of Representatives in 1900, Delegate to the Democratic National Convention from South Carolina in 1912 and 1920, and Judge of the United States Court of Claims in 1930.
