Born Dec. 8, 1940, in Martinsburg, W.Va., he was the son of the late George L. and Evelyn Kearns Hilliard Stipp.
He had been employed by Mack Trucks Inc. in Hagerstown.
He served in the Martinsburg Air National Guard.
He was a member of Concordia Lutheran Church in Hagerstown.
He is survived by his wife, Donna K. Keller Hilliard; a son, Richard Hilliard of Williamsport; two stepdaughters, Tana Prichard of Middletown, Md., and Karol Stanley of Hagerstown; a stepson, Steve Kretzer of The Netherlands; two sisters, Kaye Manor of Kearneysville, W.Va., and Linda Johnston of Engle, W.Va.; a brother, Bill Hilliard of Bunker Hill, W.Va.; seven grandchildren; four great-grandchildren; aunts; uncles; cousins; and nieces and nephews.
He was preceded in death by a sister, Marlene Walters, and two sons, Ronald Hilliard and Gregory Hilliard.
Services will be Monday at 2 p.m. at Rosedale Funeral Chapel. Pastor William Burgett will officiate. Burial will follow in Rosedale Cemetery.
The family will receive friends today from 6 to 9 p.m. at the funeral home.
