Oregon businessman who was appointed Secretary of State for Oregon 1959 by Gov. Mark Hatfield and re-elected to this position in 1960. He was extremely successful in the position, but did not seek reelecton. Appling later served as chairman of the Oregon presidential campaigns of Barry Goldwater in 1964, and Richard Nixon in 1968. He was a frequent contributor to The Oregonian's letters pages.
