James was promoted to Judge Advocate in 1863 by Maj. Gen. John J Peck and was mustered out Feb 3, 1865 with rank of Captain.

Mahon was the provost marshal at Drummondtown (current day Accomac, VA) on the Eastern Shore in 1864-65. Mahon was responsible for the capture of many blockade
runners, initiated the arrest of corrupt Unionist and Chincoteague Islander John Caulk, and fiercely supported Benjamin Butler in his effort to instill martial
