Walter Carl Brand was born to parents Rev. Peter Brand and Emilie Schember. He graduated from Carnegie Tech in 1913 with a degree in electrical engineering. He married Lydia Louise Fischer May 19, 1915 and they had two daughters, Helen and Marion. He worked for a glass store until it failed during the depression. He supported his family through the depression by counting traffic, making and selling wooden toys. He then obtained a job with Allegheny County as chief clerk, lot and block division and worked as a surveyor.
