Eugène Claude André Mariani was born in Bône (now Annaba), Algeria to parents (Charles Antoine Mariani and Reine-Marie Ageron) who were originally from Morosaglia, Corsica. He entered law school just prior to the First World War, but dropped out after the terrible images of both the Eastern and Western Fronts. He married Marie-Jeanne Tudesque in 1920. They had a son, Guy, and a daughter, Gisèle. After he rose through the police ranks to the position of Chief of Police. He is buried in an unmarked grave in Metlaoui, Tunisia.
