The Bulloch County native had lived in Statesboro the past 18 years. He retired from the civil service at Warner Robbins Air Force Base in 1968 and was a paratrooper with the 101st Airborne during World War II. He attended Georgia Southern College and Valparaiso Technical Institute and was a charter member of the Forest Heights County Club. He was a member of the Trinity Episcopal Church.
Mr. Riggs is survived by his wife, Mrs. Sarah Mooney Riggs, Statesboro; one sister, Mrs. Abbie Kate R. Daubs, Atlanta; and several nieces and nephews.
The funeral service for Mr. Riggs will be 3 p.m. Sunday at Trinity Episcopal Church with Father Robert Carter officiating. Burial will be in Eastside Cemetery.
Pallbearers will be Louie Glisson, Leonard Grishan, Billy Hendrix, Charlie Jones, Clarence O. Rushing, and C. D. Collins.
Smith-Tillman Mortuary is in charge of arrangements.
