Louie was the son of John and Maude (Kennedy) Champlain. He was educated in Wagoner Oklahoma. He married Erma Jean Rucks, 1937, they had four children. One daughter Tylitha "Annie" died at 16 months old.

He worked for a short time in Michigan later returning to Oklahoma. Jobs were scares and he applied for a job in California. Soon the family headed to California to set up housekeeping in the town of Carmichael. He landed a job working at Aerojet Propulsion Company. A few month later he had a heart attack and was hospitalized. After while he seemed to recover and was discharged from the hospital. While being wheeled out of the hospital he succumbed to a second heart attack and died. He was 39 years old.

He was an kindhearted father and husband and is truly missed by his family and close friends.
