Lee was the son of William H. Cardwell and Caroline Matilda McQueen. He married Susan Frances Hieatt on December 17, 1873, in Franklin County, Kentucky. They had 13 children with all but one living to adulthood. His siblings were, John Thomas, William Riley, James Eduord, Sarah J., and Mary Elizabeth Cardwell. His half-siblings were, Ann Mariah, Phillip C., Charles Plummer, Emeline, and Caroline "Carrie".

With both Joshua and Susan dying by 1899, their youngest children, viz: Noble, Charles, Silas Grover, Cordelia, Jesse, Ernest, and Benjamin were left orphans. They lived with, and were raised by, their oldest brother, James William.
